Looking to build a cabinet to fit sealed volt 6s in wall. Of course it would have to be 14.5" wide and 3.75" deep but how tall?

I Realize the driver would sit proud. I was planning on mounting a flange similar to the 1/2" rings mtg90 had on the construction thread to allow the driver to stick out enough

I am planning to build a sealed room and would like to do boxes to stop sound from seeping upstairs.

Make it just tall enough to fit the driver, 6-6.5" if you can. It needs very little airspace. Fill the chamber with fiberglass or poly fill and make sure it is in there somewhat dense to the sides. I would recommend a crossover no lower then 100hz if you plan on playing things loud.
